It's not deviant, but it's also not buddhism either.
Each culture adapts Buddhism to fit its needs. Thai monks and people are superstitious, so amulets suit them.
The pure Dhamma is found in the Pali Canon, the Tipitaka. The best way to start on the pure teachings is to read the Dhammapada and some of the famous talks of the Buddha like the Fire Sutta, the Kalama Sutta, the Sattipatana Sutta, and so on.
Every person has their own responsibility (evam kammasaka) to work with the dhamma as they see fit, and most people see fit to mess around with extraneous matters and call it Buddhism. There's nothing wrong with that. Find your own way.
